Alimentary sovereignty to local level, their planning and strategic administration in Cuban municipalities

Abstract
Cuba has worked since the last decade on local experiences that aim to achieve its food sovereignty, planning and strategic management processes with a systemic and transdisciplinary approach for contributing to the participation of local organizations in this great challenge, changing their way of thinking and acting. The goal is not to develop a strategic plan, but to develop a new behaviour, based on achieving a common goal. Today, there are Cuban municipalities participating in the project "Strengthening of policies for sustainable food security in Cuba" (POSAS) belonging to the Program "Strategic support for sustainable food security in Cuba" (SAS Cuba), financed by the European Union and implemented in Cuba by the Ministry of Agriculture and FAO. These projects are working on the implementation of a management model, where the center of attention is municipal food self-sufficiency and the sustainability of their local food systems, with emphasis on the development of value chains, natural resource management, resilience to climate change, energy sustainability, quality and safety of food, prevention and reduction of losses and waste, equity and social inclusion. The integrating and driving element of these dimensions is nutrition, due to its importance for human health.
